and Meter Installation Requirements Guide 01.30 DISCONNECT / RECONNECT OF EXISTING SERVICE - (UPGRADES) In the Penelec service area of GPU Energy, an electrician is not permitted to perform a disconnect/reconnect. The Company shall perform this task. Whenever a customer or electrical contractor requests GPU Energy to perform a service disconnect/reconnect, both during and outside of the company's normal working hours, there are fixed charges associated with this activity. These charges shall be payable to the Company prior to scheduling and performing this work. There will be charges for all company disconnect/reconnect activity, including those activities that electrical contractors are not permitted to perform, as detailed below. The first step to be taken when upgrading or performing maintenance on an existing service is to contact the Company's Customer Service Center, as described in requirement 1.25. The Company must be informed of the necessity to break the meter enclosure seal. This is required for two reasons. The first is that in some areas of the Company we have different work practices and the Company must break the seal. The second ( for all of the GPU Energy service area) is that a Company representative must be scheduled to re-seal the meter enclosure after the work has been completed. An Electrical Contractor who is upgrading or performing maintenance on a single phase overhead service of 400 amps or less (self contained meter socket only), and not changing the point of attachment, will be required to disconnect and reconnect to the Company's service drop, unless a two wire service drop is involved or other unusual circumstances exist. The reconnection to the service drop must be made with permanent connectors. The Company recommends that all connections to the service drop, by the Electrical Contractor, be made with compression connectors. Appropriate and properly applied mechanical connectors are also considered permanent. ( In New Jersey, the reinspection waiver form will no longer be required when this work is done by an Electrical Contractor. Electrical Contractors will not be permitted to disconnect and reconnect to the Company's service drop for upgrades or maintenance involving the following:
When an electrical contractor is performing a disconnect/reconnect and a metal-backed meter is encountered, the metal-backed meter must not be reinstalled due to a potential hazard; contact the Company immediately, and a new meter will be furnished. As part of GPU Energy's PowerGuardTM Electronics Protection System program, a Meter Socket Adapter was installed between the meter socket and the meter. This device is a high quality surge suppressor that provides complete facility protection from surges. However, the single phase meter socket adapter contains a mechanical by-pass that maintains continuous power even when the meter is removed. Therefore, when the single phase meter socket adapter device is present, it must be removed to completely de-energize the electric service. On some surge protectors, a wire is attached from the surge protector to the neutral in the meter socket. There should be a sticker attached to the meter socket that states "CAUTION - GROUND WIRE ATTACHED. When an electrical contractor performs a disconnect/reconnect that involves an increase in the number of meter sockets, the additional sockets must be left deenergized until the Company receives a cut-in card and sets the new meter(s). Under no circumstances will a homeowner be authorized to disconnect/reconnect a service. Where homeowners elect to perform their own electrical work, the disconnect/reconnect must be scheduled and completed by authorized company personnel, or an electrical contractor. The homeowner is still responsible for having the work inspected by a certified electrical inspection authority, as specified by law. In New Jersey, if an inspection cannot be scheduled on the same day as the disconnect/reconnect, then the homeowner can utilize the reinspection waiver form, (See Below) and follow up with a subsequent inspection. In the event that the Company is notified of a failed electrical inspection, the Company will arrange to disconnect the customer's service. The service may only be reconnected upon receipt by the Company of a cut-in-card. In New Jersey, GPU Energy has an "Agreement For Temporary Uninspected Service" (Form 1478) which is applicable for single phase overhead service less than 200 amps. This form provides a means by which a service can be reenergized before it has been inspected. This waiver cannot be utilized in conjunction with new, temporary, or three phase services, nor for service restoration following a building fire. A supply of the service reinspection waiver forms can be obtained from any GPU Energy Work Location. When upgrading a three phase service, or converting a single phase service to three phase, the appropriate Work Location must be consulted prior to the installation of the upgraded facilities. GPU Energy reserves the right to update meter and service locations at the time of upgrade for purposes of applying current clearance requirements and meter location guidelines. Service equipment installed without approval and incorrectly located will be subject to change or relocation. Refer to Requirements 4.05 and 4.20 for normal service locations. End of Specification:
