07.10   SWITCHGEAR INSTRUMENT TRANSFORMER ENCLOSURES

SWITCHGEAR ENCLOSURE FOR METERING

Prior to construction of any switchgear enclosure for metering, the Customer shall provide for GPU Energy's Meter Department approval, a detailed drawing showing the unit's interior, transformer arrangement, bus arrangement and incoming line terminations. Information must be obtained from GPU Energy Meter Department, prior to purchase, regarding the switchgear specifications in order to provide equipment properly sized for GPU Energy's current and/or potential transformers.

For primary service, in addition to the above, the Customer shall also supply a detailed drawing, for GPU Energy's Customer Service Department approval, showing the arrangement for incoming primary cable and provisions for termination.

The Customer shall provide, install, own and maintain all facilities beyond the point of attachment to GPU Energy's facilities, in addition to providing and maintaining the following for metering purposes:

The metering switchgear compartment shall be a separate compartment. Switchgear compartment for bill metering instrument transformers shall be approved by the Area Meter Department prior to construction.

Rigid 1-1/4 inch minimum conduit, including required bushings and fittings, between the instrument transformers and the meter mounting device is required. The maximum conduit distance between the transform compartment and meter socket shall not be more than fifteen (15) feet. At least four (4) feet of clearance in front of and one (1) foot on each side of the enclosure shall be provided.

The compartment shall be grounded using #4 AWG copper, or large connected to the service equipment ground.

Switchgear compartments shall meet requirements of ANSI C57 12.28 and are to be made of steel (minimum #11 gauge) and shall be electroplated zinc-coated or hot dipped galvanized. Painted finishes shall be baked enamel. The compartment must be at least 36"Wx 30"H x 20"D with a bus separation of at least 10-1/2 inches on center, 7-1/2 inches minimum separation from the enclosure sides and located on the supply side of any protective equipment.

Switchgear compartments shall be equipped with a sealing hasp for GPU Energy padlock and shall be tamper resistant. Outdoor switchgear compartments shall be weather-resisitant and the metering shall be located in a separate compartment.

Compartments shall provide adequate means to mound and secure instrument transformers. When bussed switchgear is used, a small removable section of bus-bar shall be provided to facilitate transformer installation.

Enclosures shall be designed to provide suitable from access for maintenance and testing.

Compartments shall not be used as junction boxes.

GPU Energy will provide and the Customer shall install the metering instrument transformers (in some areas of GPU Energy, the Company will install the CT's).

The Customer shall make all primary termination on the instrument transformers unless otherwise specified by GPU Energy. GPU Energy will make all secondary termination on the instrument transformers.
